I am getting this Message " languages without localization settings are disabled " when i  am trying to convert catalog item language to other languages

I think the implied question here is "Why is the checkbox not selectable". The presumption is that its related to this message. 

I have the same issue and have confirmed I have the "I18N: German Translations" plugin installed, though I am not able to translate to German.

I actually answered this before the Community migration to the new site (so apologies for it disappearing). It's presented when the Localization Framework doesn't have a "setting" associated with that Artifact and the "active" languages you intend to use - think of it like the Framework doesn't know what to do.

Essentially, you need to create a "setting" in:
Localization FrameworkSettings

which is either applied to all artifacts, or that specific artifact with the languages and workflow you would like to use and how you would like to use it. E.g. do you want it to use Dynamic Translation or not, etc.

When configured, you can then select the language when requesting a translation,

I am also facing the same issue. So here the question is when we click on "Request Translation" it's showing the info message, but there is no confirmation or processing happening for the translations requested.

How can I select the Language to translate. Its not giving me even though the language which I enabled by using one of the language plugin.
