IN ATF when I have steps more then one create users with same groups the 2nd create user is failing with Could not add user to group.

Below are the steps the 2nd step is failing with error 

FAILURE: Could not add user to group 'aaaaa' while creating user with id '070f06d51b054110a818cb7e034bcb5f'

Any resolution for this problem.

Create a userCreate user with the following values:
First name = Frodo
and Last name = Baggins
and Business phone = 1234567890
With roles: ccccccc, app_service_user
With groups: aaaaaaaa
Create a userCreate user with the following values:
First name = pippin
and Last name = took
and Business phone = 5555555555
With roles: ccccccc, app_service_user
With groups: aaaaaaaa
