I am looking to activate 'IntegrationHub ETL' but its not found anywhere.

You can find it on store or from plugins module:

As pradeep said, this is available only on customer Instances. And you require HI Account from your organization to request this app on to your customer instances, from the below URL:

FYI - I believe this plugin is not available for activation on PDI instances.
