Is it possible to base a reference qualifier for one reference field from another?

I’m trying to set a reference qualifier on the field change_request.u_business_line_approver.
The qualifier needs to use the value from change_request.cmdb_ci.assigned_to as the filter.
Has anyone implemented a similar qualifier, or can offer guidance on the best approach?

what's your actual requirement?
on CHG there is custom field referring to sys_user i.e. u_business_line_approver
Now you want to see only that user who is present in assigned_to of that CI on CHG form?
if yes then do this in advanced ref qualifier
