Full disclosure I work for OpsGenie. We've recently become a ServiceNow certified partner.
I've been a reading a few of your posts and a lot of what you are asking for is possible with ServiceNow/ OpsGenie integration.
OpsGenie can take a voicemail and create a ServiceNow ticket. https://docs.opsgenie.com/docs/incoming-call-routing
I saw you were also looking at Twilio/xmaters for incident notification. You should also take a look at OpsGenie as it may be better for your needs. Feel free to shoot me an email if you'd like more information.
