I love the motivation and will power you have. Sure you can do but I dont have much idea how to start.  May be i can suggest to do some course on Now Learning for Predictive intelligence which will give you some idea and then you can start.

@ersureshbe  the situation for mine is this : the user will describe what is the issue and subsequently a inc or request will be created based on the comments box that is entered on check in at the techbar . not sure how it relates to yours ?

just below the scan in box here , i will put in a open text box but i want to use the NLU to analyse what the user is typing to determine whether it is an inc or req but when i tried create the intent for the model , it is not allowing me to save it

Hi, Predictive intelligence is part of the ServiceNow license subscription. I request you, check 'Subscription Overview'  and If no enough licenses pls discuss with the customer and go with the OOB solution. Any customization, strictly No but depends business criticality consider it and it should be minor.
