Hello,

 

User has "Can Contribute" & "Can Read" Permissions for the Article and still not able to view the Article in Portal.

 

Error: "You do not have sufficient privileges to access this knowledge item"

Can you please check the Knowledge User Criteria Diagnostics.

You can access it here - https://XXXXXXXX.service-now.com/now/nav/ui/classic/params/target/km_diagnostics.do

This will tell you where exactly the article is getting blocked.
