Hi Matthew,
Plugins that are typically enabled by support on customer and partner instances are partially available from the My Instance page (Action button → Activate plugin). Only those plugins that have been requested and authorized by the development team are currently available. If you don't see a plugin that you want to activate, please use the "Feedback" link in the upper right corner. To activate admin-enabled plugins, search for "Plugins" in the left navigation menu in your personal developer instance.

I am VP of Service Excellence at Kepner-Tregoe (KT). The activation of the Problem Management plugin requires a minimum amount of training in the KT methodology for its activation. At the end of the day, it's enabler of our RCA process and allows for consistent documentation/creation of re-usable to knowledge using the KT methodology. Please contact me or Ryan Hale from ServiceNow if you would like to know more.
