OOB it only allows admin, knowledge_admins to create a Knowledge base.
I would advise to keep it this way otherwise you will have to update or create ACLs.
Try the Time Limited User role feature from servicenow to give contributors temporary access as Knowledge Admins.

Hi @anvitha ash ,
If you wish that users with knowledge_contributors should also be able to create knowledge bases, why not just provide them with knowledge_admin? Furhtermore, what is the reasoning for users with knowledge contributor should be able to create knowledge bases?
If my answer has helped with your question, please mark my answer as the accepted solution and give a thumbs up.
Best regards

Knowledge_admin is more powerful role where users can manage whole knowledge management module. So we just wanted problem_cordinator role user to give only to create the knowledge base but not control whole knowledge management
Please suggest me

Hello @anvitha ash ,
You can create a new ACL on the kb_knowledge_base table with Read and Create operations and assign the required role to it. I have tested this approach in a demo instance, and it is working as expected.
If this helps you then mark it as helpful and accept as solution.
