Hi Sanjeev
If you extend the task table, the new table will inherit the ACL's of the task table, including whatever roles are in those ACL's. However, you can also add new ACL's to your new table that make it more open.

I am not sure about the license question.
Thanks

Sanjeev,
Community is a really risky place to be asking questions about licensing. With all the model changes and client tailored contracts out there you can get dozens of separate answers that are correct, but only for that specific client.
"By the book" you don't need the ITIL role, but you will need some sort of role. Usually you'll decide which users are the "fulfillers" of the task and give them a role specific to your new task extension. Again, this is highly dependent on your company's exact contract, but at the very least you'll be imposing a CreateNow license. That might be a cheaper choice as well, if your fulfillers for Custom Task don't utilize the other ITIL modules specifically.
The very best source of information is to discuss with your account rep.
