Hello Guys !
Good day !
How to see how many licenses are available and used before a catalog item for a new request is submitted. In addition after a specific threshold is reached inform the POC that this is getting close to the limit.
Can someone Please help me out !

We are missing information. Are you referring to a request for software that has a license and do you have that stored in the system? How?
And the same goes for your second question: depending on what you are using (do you use license mgt, SAM, or a custom solution), you can just put a flow/BR with event on the records that when the threshold is reached, you send an email.

Repeating the same question without answering the questions asked to help you, doesn't get another answer. How are you currently storing the licenses? I have seen many ways to do this and the answer to your question depends on that.
Your second question already has been answered: create a flow or BR with event to trigger a notification when a certain threshold is reached.
