Modifying Page Top Banner

I'm using the "Next Experience" UI (Polaris) that came with Utah now.

How do I modify the Page Top Banner Colors?

 

When using UI 16, this was very simple.

You just went to System Properties > Basic Configuration UI 16 and changed the colors right there.

 

I'm lost now!
