Hello,
While I see there is ability to create standard change templates however the client is looking for the ability to create normal change templates which has the ability to create change tasks on the normal change.
I also see that out of the box while some forms have a related link called "Save as templates" like on the project form if you use that same related link user is able to store all values not only on the project form but also the project tasks as a template. However this is not available on the change form.
Do i need to custom create this or can i use something out of the box to develop the feature.
Thanks in Advance.

It's so much elegant if it works, kudos!
P.S: well, the Type value will be overridden in resulting CHG (tested in Xanadu PDI), but you can specify the Model instead. It works and offers even more advantages: 1) the field is OOTB allowed for use in Std CHG Template, and 2) it sets proper Type automatically.
P.P.S: use Type for (old) instances with Change Workflow(s), and use Model for (new) instances with Change Flow(s).

On the top navigation row click on the ellipsis (three dots) ... > and click on Toggle Template Bar to ensure that you can see the templates at the bottom of the screen.
Result:
To Create Normal Change Template
- In ServiceNow go into Change > Create New
- Select the Normal Model template.
or Use an existing Change Ticket with fields pre-populated - At the bottom right of the screen next to Templates click on + Create New Template.
- Give it a new Name
- Groups: add a group of users who need access to the template
- Click on x next to fields that you would like to change each time eg. Assigned To, Planned Start Date, Planned End Date etc...
- Empty fields need to have additional information entered to start the change process.
- Submit
