On-Call multiple shifts per day

Hey, im trying to setup on-call but I have a problem and can not find a solution.

In the screenshot u see that Beth Anglin got 3 shifts that day. Is there a way the Schedule is not picking the same agent for that day and instead picks another one?

 

Basically every agent is only allowed to have one shift a day. 

The second screenshot shows that it rotates but the ITIL User now got two shifts.
