On call schedule with multiple spans and rotations

I have an on-call schedule that has 6 spans(S1-S6). There are 3 users(Rota 1-Rota 3). I'm trying to set it up with Rota 1 covering shift 1 (Tues 4:30-Wed 8AM) and then Rota 2 would be on the next evening (Wed 4:30 PM-Thur 8AM) and so on. Please see the attached image to see how I want this to function.
I've tried several variations, but always get stuck on the rotations, I can't break them up to match the spans. Any suggestions will be appreciated.

I have created a Rota that rotates daily. Each shift start at 16:30 and ends at 8:00 the next day as shown in the screenshot below.
In the above example each user does a shift from 16:30 to 8:00 the next day and then the next user in the roster start their shift. In order to set this up you would create a cmn_schedule that starts on a Sunday and create one cmn_schedule_span attached to that schedule with the start date/time as a Sunday at 16:30 ending Monday 8:00. You would then create a rota that uses that schedule and make sure that the roster (in the example I show one, Primary Roster [cmn_rota_roster]) has their rotation interval set to: Daily.
If a user does a whole week of 16:30 to 8:00 the next day, then the roster record rotation interval needs to be set to: Weekly.
Finally the example shows one roster, but their could be multiple roster to ensure a Secondary/Tertiary etc on-call coverage. The roster cycle, i.e. the available members needs to be staggered so that the first person in the primary roster is the second person in the secondary roster (otherwise First User would end up being both Primary and Secondary on-call).

I've a bunch of data to import for shifts,roster and schedules, so I'm trying using import sets.
Questions :
1. Is it possible to use import set for this module, as so many things are inter-related here, and every entry has schedule and schedule entries.
2. I cannot find this fields "Allow Shift Schedule overlap" "Escalation rule on Shift overlap" anywhere in tables, which are present on create on-call schedule wizard.
Please respond at earliest.
