On order guide i have requested by and opened by the same person

I copied an order guide and made some changes to it. However, when I submit a request, the issue arises where the 'requested for' and 'opened for' fields display the same person, even though I selected correctly during submission. The original order guide is working well.

Copy , may i know what is use case to copy order guide. It must be created fresh.
