Problem ticket not having RCA, assess ,fix in progress states in UTAH version.
To achieve those states i need to activate Problem migration utility plugin where as in my personal instance without plugin i can see all the states of Problem life cycle and also below fields are not available

Could you please help without plugin in my PDI of UTAH how i can see all these features and why not in my project instance.

How old is your PDI? Has it been updated from a version where the fields were available?
How old is the project instance? Is it a clean Utah install that is now being implemented?
And why not just activate the plugin? Chances are that you will need to anyway moving forward with the instance.
