Propose Standard change template

Hi

Which role is needed for user's to propose change template. The user has ITIL role out of the box.

The user is getting error when they click "Propose standard template" from the header. 

"You are either not authorized or the cart in invalid".

Did you check for User criteria if any.

I got it working, there was an ACL which needs ITIL role assigned.

This error will also occur if the "Propose a Standard Change Template" record producer is not active.
