Query on Change request 'scheduled' and 'implement' phase

Docs says this:
State: Scheduled
No activities take place at Scheduled state. The change is fully approved for implementation and is only waiting for the Planned start date to be met. Once this occurs the change can be moved to Implement state using the Implement button.
Question:
Consider this scenario. Today is 1st Nov. CHG is scheduled for 15th Nov for actual implementation.
Assume by 5th Nov all approvals will be done. So now the CHG is in SCHEDULED state.
1. Now who will/should move it to IMPLEMENT phase?
2. When it should be moved to IMPLEMENT? On 15th Nov or before that?
3. How the user should keep a track in ServiceNow that it should be moved to from SCHEDULED to IMPLEMENT phase on that particualr day?

1. Now who will/should move it to IMPLEMENT phase? - Person who will be assigned to the Change request, he/she will be implementing the change request and when it starts, it has to be manually changed to Implement state by the Assignee.
2. When it should be moved to IMPLEMENT? On 15th Nov or before that? Generally if it is scheduled for 15th Nov according to business needs so it should be on 15th but there is no restriction. If Assignee starts on 14th also he/she can move it to Implement state manually.
3. How the user should keep a track in ServiceNow that it should be moved to from SCHEDULED to IMPLEMENT phase on that particualr day? - In projects, CAB meeting happens every week where all Change Request are tracked and approved and person assigned to it have to keep it track to implement it on particular scheduled date.

Hi @Suggy
If you are part of any Development project, Change Request is most important part. Any Requirements or Stories are moves through Change Request. So change Request is raised to deploy the Development Stories. Change Implementation Date is nothing but a Production Go Live Date for that particular requirements.
Obviously in any project, Go live date is something which everyone is aware and cannot be forgotten and also regularly discussed on scrum calls when it is near.
CAB meeting also happens 1 week before deployment where approval is send by CAB Board members.
Assigned To person don't need to track it as it will be on regular discussion and anyway PM will be there to remind him and he also be aware of Implementation Date.
