"duplicate featured content for the same topic are not allowed" while publishing knowledge article.

We are facing issue while publishing knowledge article in customer instance. here are steps below to reproduce.
1 created knowledge article in topic overview template and published it.
2. created new record under featured content related list of topic and associated with published knowledge article.
3. Checked out knowledge article and edited it and published again.
4. Error message is showing for non admin users.
after investigating we found OOTB business rule "Check for duplicate featured content" showing that error message. if featured content is duplicated. let us know if someone faced same issue.
