Default email id is not showing in CC

Hi All,

I have created one Email client template to add 2 default email ID in CC base on 2 conditions. 

That 2 Email Id is showing as per condition in CC but the problem is that The Id I put in CC they are not getting an email after clicking on send button. kindly let me know the solution of it.

Can you see in the user table whether notifications have enabled for those users

Notification is enable to user. for testing I have take same user in To field they are getting mail but CC one not.
