"New" button for the Change in the SOW is not working for the ITIL users

"New" button for the change in the SOW is not working for the ITIL users but admin users are able to create new change with the same button. Compared with PDI as well but no differences.
Please suggest.

I tried in my PDI and it is fine. Please repair the SOW plugin and update if required.

Thank you for your response.
I tried in my PDI as well, the New button in SOW is working for both ITIL and admin users. But in our Dev and Test environments it's only working for admin but not working for ITIL users. When compared with PDI below is only difference I found in my instance, but even when I deactivate this its working as expected for ITIL users.

Hi @Dr Atul G- LNG ,
Actual Requirement: In both Dev and Test instance New button for change in SOW should work for ITIL users as well, which is currently only working for admin users.
In PDI - Its working as expected for both ITIL and admin users.
In my project Dev and TEST instance, the button is only working for admin users.
As in the image attached, I deactivated and tested for both ITIL and admin users New button is not working. When I activate it only for admin users it's working. (In PDI we deactivated and tested then the New button is working for ITIL users and not for admin)
Is there any other way to check the root cause for New button. (accessible for ITIL users)
