Steps to Reproduce:

1. Open an Incident record.
2. Observe the layout and position of the Work Notes section.
3. Change the Category and/or Subcategory values.
4. Observe the Work Notes section after the form refreshes.

Actual Result:

• The layout of the Work Notes section changes when Category or Subcategory values are updated.
• Users experience inconsistent form behavior and positioning of the Work Notes section.

Expected Result:

The Work Notes section layout should remain consistent at all times.Changing Category or Subcategory should not alter the placement, visibility, or structure of the Work Notes section.
