ServiceNow offers "read" set of roles per table. These "read" roles (e.g., sn_request_read as stated) are bundled in "business_stakeholder" role typically. Often, customers have subscription for ITSM Fulfillers (ITIL) and Business Stakeholders which is much cheaper. I would recommend to consider using business stakeholder for team leads/managers who require only read only access to ITSM records. But always check your subscriptions (Subscription Management app menu) to know what is the license cost impact of assigning these roles.

Hi @Andrew Meza ,
for a read only for requests I would go with @Dominik Simunek suggestion regarding business stakeholder. The business stakeholder is cheaper according to ITIL, but only gives read role.
If my answer has helped with your question, please mark my answer as the accepted solution and give a thumbs up.
Best regards
