I need to create a report where it should contain all the incidents which downgraded from P1 to P2 , repeat incidents, and resolution actions

Yes, it is the optimal way to achieve your requirement and ServiceNow Knowledge Article I shared earlier has the required steps. Unfortunately, you cannot get past historical data and you will be able to report on this once metric definitions are configured.
