If it's on your personal dev, you go to developer.servicenow.com and login. Then through manage instance->actions->activate plugin. There in the list you should have something like "flow for service catalog" or similar.

Hi,
That is the same reason as for workflows. since it thought that you trigger that through catalog items.

I am also having this issue with my personal developer instance (London version).
Although, I am able to see it in our actual Development instance (Kingston). Wondering if this was intentional or if it is a bug?
