Requester vs Business Stakeholder : Where's the red line ?

Hello,
As far as I know a Requester is defined as a user who can create, edit, and view their own requests.
Now we often see requests to go further such as :
- A manager should see all requests from his team
- A user should see request from other users in the same group/team or location
- A user should be able to add people in the watch list and those people (also requesters) should see the requests in the portal
Technically we can find solutions for that, but does that remain compliant with the requester licence ?
Where exactly is the red line between a requester and a business stakeholder license ?

Requester is considered as end user who don't need any role , can view / edit own request / records but can't approve, but business Stakeholder can approve and view other request as well.

So, as you mention "own request / records", you would say going a bit beyond that, such as giving the option to view someone else record (with the watch list for instance) is crossing the red line and would require business Stakeholder subscriptions ?

Not 100% sure, but Yes, watch list need a Business stake holder license. You can check with Now support team via case.
