RITM getting created with 'Pending' state as default.

Hi Team,
We have 1 service catalog, where whenever we are creating the request, the RITM is getting created with default 'Pending' State & default short description.
There values is not state in workflows or in template.
We have added line in workflow to set the state value to Open, but need to know why it is taking default value as 'Pending'?
Kindly guide me on this.

@Aakanksha Kotti Please check if there is an onBefore Insert business rule defined on the RITM (sc_req_item) table on your instance which is setting the state to pending and short description to a generic one.
