RITM goes straight to "approved" state

Ive been working on trying to solve this issue where after submitting a catalog item the RITM jumps straight to an "approved" state and instead it should be asking for approval. This is occurring even though an "ask for approval" action has been put in place within the flow. 

Before the "Ask for approval" action is implemented I have imported all variables into the flow. One of those variables is manager (a field that is selected by the user to indicate their manager).

This problem has been resolved. Turns out, the issue was in the data pill that pointed to the Manager variable as it was querying for the name instead of the sys_id which is why it wasn't creating any approval tasks.
