That is the expected behavior.
Not all tables are available in the Flow Designer trigger filter conditions.
As a workaround, you can configure a business rule on the Requested Item table and trigger the subflow from the business rule script.

Catalog item must be linked to either flow or workflow
If you are trying to configure the flow, then you must select the trigger type as "Service catalog".
