How can we send multiple email notifications to multiple users simultaneously when we log one record?

you will need to explain better the requirements.
Notifications might be triggered per conditions, and each of these might have different audience:
- incident is created,
- sent to the caller,
- incident is commented by caller
- sent to the assignee to know about it,
- optionally sent to caller as confirmation that comment added successfully.
- approval is requested,
- case was closed,
- ...
Another options is to trigger notification by firing an event which can be called from a script - a (work)flow, business rule, scheduled job, ...
So it depends on what notifications you want to send and to whom. Your description is too vague.
