SHARING VTB

I created a VTB for a particular group, but I am not able to give the visibility access to that group. I am only able to give the visibility access to either Myself alone, Everyone, or any other groups I belong to. Attached is the screenshot. Please I need help with this.

Note: When I select the "Group" option, it only displays my own groups.

This sounds like adjustments to ACLs that not all people can adjust private tasks. Could be difficult to achieve as in general everyone on the instance has permissions for private tasks.
