Hi
Can you advise whether the OOB function of Problem Management should allow the Problem Manager to add Change Records (regardless of status) to a Problem Record.
Or does it require a specific role to be able to do this ?

The Problem Manager(having role problem_manager or itil) role in ServiceNow has out-of-the-box permissions to link Change Records to Problem Records via the related list. If a user doesn’t have access to the change_request table, they won’t be able to view, link, or interact with Change Records—even if they have the problem_manager role.
