SPM licensing

We currently have ITSM and leverage it for incident management. We have a need to have the same resources who are solving incidents apply time to a task (what we call a project). The requirement is as follows:

Customer A has a bank of hours for incident management

Customer A has a separate bank of hours for project work

Our employee (Steve) will need to apply time to customer A for incident management along with project hours. 

The question is do we need to license SPM (PPM) to collect this time or can we just use the timecard functionality?

Licensing questions are always tricky. There's a lot of different models and versions out there and it could very well be you get advice here (or even 'we have it like this') and then you go to your SN rep and he comes back with an entirely different answer. 

I also think it depends a bit on what you need to do with it. Is it just for reporting, you could just add a related table for that data (or use a field on the form). If you need more extensive functionality, you may need to use time cards and for that you would get the clearest answer from ServiceNow themselves.
