This KB explains, it requires change_manager role
- The workflow uses the base system Change Management group for an 'Approval - Group' activity in the workflow.
- This group has the change_manager role.
- The base system also has the Change Manager user defined as the only member for the group.

Approving standard change templates typically requires the Change Manager role, or a member of the Change Management group. The Change Management group often includes the Change Manager as a member. Additionally, the Change Advisory Board (CAB) may also be involved in the approval process.

To propose a creation of standard change template, itil or admin role is required,
To create a change template, admin role is required,
You need to define approval flow to approve standard change templates via Flow Designer. You would need minimum change_manager role to approve the standard change templates,
