The attachments and activity tab are not showing in SP if the request is waiting for approval. Is this OOB feature ?

No, those tabs should still show OOB, when an approval for RITM is pending. Is it possible that your Catalog Item is configured to not allow attachments?

Hope you are doing great.

These tabs should be ideally visible when RITM is in approval record.

that attachments are at RITM level so possibly those users don't have read access on files for RITM record

copy the attachments to approval record
