The Standard change template values are not populating

Recently i had moved a templates from one environment to another and when i create a new standard change, the values from template are not getting populated. The templates were captured in an update set

Hi Jayanth,
Are you creating new standard change using any script? If yes, check in the script if you have used any sysIds(sysIds of templates/any other). If you find so, please note that the sysIds change from one environment to other.

I'm not using any script to create templates, i created all those templates using standard change proposals.

Not templates, I would like to know how you are creating new standard change(by clicking on a button(UI Action) or through any workflow or manually.

Probably the reason is that your Standard Change Producer Versions were not migrated via update sets as well. See the picture below which shows different Standard Change related tables and only some of them are captured in update set. So even if you see you Standard Change Template in the update set, to be able to request standard change you need to have the version probably as well which is not captured (attribute update_synch is not there).
I guess you need to try import those versions as well.
