Theme under user preference missing in service portal

In Service portal, under profile there is user preference theme tile is missing. Please refer to image below. Please note instance upgraded from Yokohoma to Australia and the portal record (SP) theme is updated as coral.
Please advise on this

Refer KB: KB2686590 Theme option is not available on user preference
Resolution
1) Check if "glide.ui.polaris.dark_themes_enabled" is set
--> glide.ui.polaris.dark_themes_enabled = true
2) Compare with the out-of-the-box configuration, and check if custom theme has dark theme variant available. Creating a dark variant should resolve the issue.

3) Check if only custom them is published in Theme Builder WHILE default Polaris is NOT published.
/now/theme-builder/manager
--> publish OOB Polaris theme to resolve the issue
