To upgrade from ITSM to ITSM Pro

We would like to upgrade from ITSM Standard to ITSM Pro.
Do we simply need to install the required plugins, or do we need to procure the license first for the plugins to be reflected?
We want to fully leverage the Virtual Agent for complete customization and support more conversations.

Till non-prod, no license will be charged but in prod, it will be. So better speak to your SN account manager and then move forward.
