In my case, I made Japanese enables from here (Language setting) as below:
Please confirm if your language is shown here, and please enable it.

Maybe this plugin (ServiceNow Language Detection Service spoke) is also necessary to be installed into your instance, maybe.

Hi @Munny1,
I had quite a few 'teething' issues when setting this up.
I found following the following 2 links very useful. One from ServiceNow Docs and the other from SNGuru.
Despite having certain plugins activated, I needed to add and set some of the the sys_properties correctly.
Please note: I had to set up a new Translator setting for the language (As detailed in the first ServiceNow Docs link) in order for the option to appear and things to work.
