Trigger change notification incase all associated change task are closed

Hello Experts,

 

I want to implement the scenario to trigger a remainder notification in every 5 days when all the change task associated with a change request has been closed.

what would be best practice to implement the above scenario .

 

Please help.

The best way is Flow Designer, low code / NO code.
