unable to remove a question from survey designer

Unable to remove a question from PIR survey in survey designer.

The X mark not showing up to remove . I am unable to remove the highlighted one, but in our DEV environment I am able to do so.

Recently we upgraded to Orlando, both Dev and Prod are in orlando version.

Can you help me please?

Thank you, deleting all the survey instances from the asmt_metric_result table works, we are now able to remove the question.
