【Urgency】User criteria (Guest User) cannot be removed from the Knowledge Base

Cannot remove Guest user set to CanRead in Knowledge Base.
I clicked the Edit button, removed the user criterion Guest User from the Can Read List, and clicked the Save button, but it has not disappeared from CanRead. Why is this?

since you said it's stopping the deletion, there should be something which is stopping it

Did you enable debug business rule and see?

I was having the same issue and was looking for abort business rules but then realized that I was in a different application scope than the Can Read record. That wasn't apparent when viewing the "Edit Members" page, but when I went to the Can Read record itself saw it.

If the user criteria isn’t removed even after multiple attempts, check the application scope.

The application scope of the user criteria and your current scope must match; otherwise, it may not work even after repeated attempts.

Try to add another user criteria and then remove the guest user criteria.
