variables not cascading from order guide to catalog item

In an order guide form we have used Item variable assignment to cascade variable value to catalog item, for some reasons this is working fine in our test environment but not working in development, QA and Prod environments. 

Could anyone please help me with this.

How about the cascade variable checkbox in order guide? is that checked true in other instances?

No, it is not checked in any environments but then it is working in test environment because we had used Item Variable Assignments in Rule based the same is in dev, QA and prod as well
