Not sure what you mean by developing ITSM System? SN ITSM is already developed or you are planning to build something similar.

I am not a technical person but my thoughts

- Over activation of need/ ask

- Not a clear vision of what a client needs

- Over commitment

- Emphasis given on customer over configuration

-Build on Old Release 

- Lack of docuemntion

and much more.

I will say visit to now create a site and you will find the exit criteria for all phases and that we will work for you.
