What is the difference between watch list and work notes list in incident table?

hello - I am having an issue trying to get the work notes and watch list notifications to send and they are not so I was wondering if there is a standard template that I can check or how to troubleshoot why the notifications are not being sent? I am working in the test environment at the moment.

Can someone please help with with adding myself to a work list note in an Incident. I have tried using the lookup but my name doesn't come up on the possible list.

Another distinction needed as I am learning which of the 2 may appear under "my stuff" is not easy to find. When I do, I can come back to this comment to at least add that.
People often use one or the other to use that view, mostly non ITIL users.
