Where do you add/remove users from system notifications?
Example I need to add someone to the Your x509 Certificate is going to expire in 10 days email

Hi @John H1,
I assume you're referring to the preconfigured OOB (Out Of Box) notificatiosn for the X.509 Certificate as found below in the Notifications table.
(See screen shot 1.
Type ‘Notifications’ in the Navigation menu and select the option under ‘Email’.
you can then search for the notifications as required)
OOB, the recipients are not configured. Simply open the record and navigate to the 'Who will receive' tab (As shown below) and enter the Users and/or Groups.
Notifications can also use form or record data so as to dynamically send, however for sys_certificate doesn't have this readily available I believe unless you've implemented this logic on your instance.

@John H1 It's very easy and can be done using OOB configuration, go to Notification module as shown in the screenshot below System Notification->Email->Notifications:
Click on Who will receive tab and specify the users you want to add to, see the screenshot below:
