what does it "Content Owners" refers in Knowledge Management?

Hi All, 

I have requirement like Customer wants to send Knowledge Article notification to Author , KB Owner and as well Content Owners.

what does it  "Content Owners" refers?

whom did i Mention as Recipient in the notification when it is for Content Owners(who is recipient)?
