If a knowledge base has no user criteria selected, then articles within that knowledge base will only be visible to admins?...everyone?...

If no user criteria is selected for a knowledge base, all users can read and all users with roles can contribute to that knowledge base.

Hi there!
I always had sure any authenticated user could see articles in a knowledge base without any User Criteria. But I was thinking about that I decide to test:
- Created a user without roles
- Created a knowledge base without user criteria
- Created an article in this knowledge base (also without user criteria)
- Tested the access using the user without roles an it can't see the knowledge base and the article.
I saw "Understanding User Criteria and ACLs in Knowledge v3" but I'm not sure about this sentence:
"If no user criteria is selected for a knowledge base, all users can read and all users with roles can contribute to that knowledge base."
