Great opportunity in a great organization 🙂 I wish you all the finding the best candidate. Given you post this under knowledge manager thread, I hope you can forgive me for adding my first thought reading the job description.
Considering ServiceNow is one of the few KCS verified tools, and KCS is a best practice framework for knowledge management, I am a bit surprised that KCS is not mentioned once in the job description. You might be missing out on the best candidate for this position by using "KCS V6 Practices certification" as a requirement for the job under the specialized training section, the US has plenty of trainers and certified KCS people.
If you want a knowledge base that represents the closest possible knowledge you need to support all known issues in the environment you support, you need KCS. And best of all, you can for example use the "m2m_kb_task_table" to track what drives the volume service by service, and you can use the same table as part of a auto-retire script of non-relevant and out-of-date knowledge. Having the periodically review have a tendency to create a cap on how many articles the KB can have, because at one point you only do reviews or the backlog becomes so huge that nothing passes the bottle neck in time to be useful. KCS addresses all of these challenges in keeping a knowledge base up to date.
KCS makes the knowledge base a need to have, not a nice to have 🙂
